God is always working! He is always moving! He is always acting...everywhere...all the time. Since He is infinitely outside of our capacity to understand and encapsulate, we would never be able to see all of the things he is always doing.
Prayer is the action which makes us recognize those things which are always happening. 
When Tonya and I purchased our Xterra, it seemed as though there were Xterras everywhere we went. Truth is, Xterras had been on the roads long before we purchased ours, but we suddenly recognized them all.
God has always been at work. He is always at work. The more we pray, the more we recognize those movements of God, which are always happening.
